This works as intended, US mobilization bonus is applied once only. Also, in recent patch Kweichow stimulates mobilization too (earlier it didn't, it was fixed).

SC: WaW can only benefit from more options for the players. I understand frustration of Axis guys, but I believe they are "angry" not because strategy itself is so strong, but because game engine works as it works and very needed units are blocked from spawning. Fix this in the first place...

What is gamey in this strategy? Germany doesn't protect crucial hexes, Allies take them and proceed with punishment. If you play someone serious, suboptimal moves will be countered. Hello,
in one of my games (gameid = 351962) I attacked New Guinea with UK (don't hate me). Surprisingly, US mobilization went up, from 95% to 99%. That's probably opposite, what should happen?
