Fail Safe Scenario Broken Arrow (Missing Nukes)

In the Fail Safe scenario, none of the CAVEMAN flights have their primary weapons aboard. I think the balance might benefit from an air or space ISR asset (maybe 1 IMINT or ELINT satellite?).
Hiding from MPAs in an SSK while searching for a convoy certainly sounds realistic, but does not make for consistently awesome gameplay.

I think it's theoretically possible, but I recall reading somewhere that the OECM emitters have to be between the ships and the missiles not just in bearing, but also in altitude. This probably makes the tactic more suitable against air-launched ASMs that fly at altitude than sea-skimming missiles. ...

At the operational level in the 1970s, they were basically concerned with keeping NATO carrier fleets 2000 km from the Soviet coasts and SSBN bastions.
