Instead of telling the AI to decide for itself which quantity of random empires it wants...you opt to decide those things manually this allows you to tweak various things for each...

I've never had a colony ship swing back to a colony ever, construction ships do in-between jobs to collect the materials they need for the next job.

I see reputation as more of a relic system, one that was largely dropped in favour of race, government and species family bias ratings but only kept around for a few vestigial things like domestic and foreign opinions.
