Interesting observation. I did a test and river hexes are not affected by mud modifiers. For the test, the map was mud, with a river hex directly south of a UK Corps that I had modified for the test to have AP 6. When River is +1, it doesn't matter if Mud is 0 or +x, the cost to enter the river hex...

There has been some discussion of this since it was introduced, and there are changes coming in the next patch based on the feedback to make things more player friendly.

If their name isn't listed in the build list, then the HQ when it arrives has a rating of 5.

Or maybe 3... it's been a while, certainly used to be 5 but I am wondering if we changed it following the introduction of Command and Control research.

Looking at this in game terms, and this is something that can be done: If the Allies place ships on hexes 85,60 or 85,61 while Italy is neutral, then automatically moving them to other hexes at the end of the Allied turn would allow Italy to use the hexes. The same for those to the west of Gibralta...

You may already have tried this, but when they do leave the Guard positions, you can press the tilde key on your keyboard to see what plan (if any) an AI controlled unit is following. Hopefully it will disclose the answer.

You will have to use SURRENDER_1 if you want the capital to move, because SURRENDER_2 does not give that information, i.e. you cannot specify hexes in it.
