I don't think I ever saw a resource (such as a city) take damage when I had everything covered. I will say yes sometimes it's hard to know which cities will take damage when a certain slash-P hex is left with no adjacent unit (sometimes surprised me that it was actually a critical one to cover).

The reason is that hex has a Major River. Major Rivers cost +1 action point to move into.

It's not about whether you "cross" the river but all about what hex the major river is on. You have to look very closely to see sometimes.

Attack strength -1

I can't figure out why so many land attacks get 1 substracted from their attack value. Not all of them do. There seems to be no rhyme or reason for it. Same terrain, same unit, but attacking into one french corps is attack 5-1=4 and the other one is 5=5.

Random notes/bugs:

I noticed German corps get upgraded with anti-tank instead of anti-air. Not sure if this is the mod or me misclicking and saving something.

Gas/Shell gives +0.5 build limits for both types of artillery, not just "field" artillery. Pretty sure you didn't intend this?

Second, this assumes that heavy artillery are placed one hex behind the enemy front line. Transcaucaus Railroad connected to Batumi?

I read on Wikipedia that the extension from Poti to Batumi didn't exist until the 1960s.

The map graphic on the wiki also makes it look like there was no road to Batum/Batumi in WWI:
