Can I get a little bit of help please.

PBEM, stock game, playing at allies, full campaign.

Today turns

Just invaded and took a bass and ran them off the hex.

Had started to load a decent amount of supplies at base. have infantry from the invasion along with construction engineers two or three units.

The service damage in port damage has been at 100 for several days.

Runway damage has been stuck at 15 for several turns.

Engineers are in combat mode.

No expansion of port, airfield nor fortification.

Why can I not get the service damage nor the port damage to go below 100?

How do I decrease the runway damage?

He seem pretty basic questions and Iím stuck as to what to do.

Is there a trick or something Iím doing wrong?

Any suggestions or help, as always, is appreciated.

Further question.

The runway damage has decreased.

The service damage is still at 100%.

1. How do I get service damage to decrease?

2. What exactly is service damage?

The engineers will repair runway damage first, then airfield service damage, and lastly port damage.

Airfield Service is the workshops, hangers, etc. that the airfield needs to repair aircraft.

What Nomad said.

The order of repairs is fixed, no way to alter.

E.g. when you get runway fixed to certain %, planes will fly...but if servive is 100% damaged, they won't fly.

They will fly, services damage only affects speed of repairs. Besides, manual 9.4.1 states the exact formula for a base to become closed to flying, and it's about size and damage to runway

It may be true of bombers - if the Service damage is 100%, there are no carts and jacks to load up the bombs (except maybe the small ones that go on the wings). I know I have had some bomber missions fail to launch from airfields with repaired runways but heavily damaged services. But then other things can abort a mission too ...
