All my ports in Libya have yellow exclamation Point and zero supply, why? I have supply convoys supposedly delivering supplies but nope they are all zero! Insufficient merchant marine? Why not have depots?

The exclamation point is indicating that the port is at 0 supply.
Reason are it supporting to many attack factors, OR it is being interdicted by air or sea which is reducing it's supply value.
For example, a port of supply 1 can only supply 20 factors.

Is there anyway to increase supply to a port?? Why does Germany send 180 supply to Oslo??

Size 9 port, 9 x 20 = 180 supply pts.
Formula:
(size of port) x 20 = port supply

I think its not so much sending supply as the port's capacity to handle what is coming in. You can only dock and unload so many ships at a time, depending on that capacity.

Cant increase size of port so no.

Trucks can help with individual units they increase effectiveness.

allowing an increase in port size would break the game.
