is this "Operation Winter Storm-Stalingrad relief effort" scenario available for TOAW IV?

Yes, there is a very good scenario. I am not sure if it was included in the game, or if I downloaded it from Larry Fulkerson's collection.

I do not believe any mods or fine-tuning has been made for TOAW IV but should be playable in TOAW IV.

There is also a great Daniel McBride work called Braunschweig that covers that time period, made for TOAW III though.
If you happen to find a copy, slide it my way.
