Lets say you have a group of obsolete dive bombers (12 in #) that are on an atoll w/ size 2 airfield. They are in command (Command Radius 5 / Commander has an Aggression of 48), well supplied and not over stacked. No damage to the AF. A large TF of Enemy Carriers are nearby supporting a naval landing on the atoll. They have been in range for a number of turns and the weather is mostly clear during that time. Q: Will the AI decide not to attack the TF because it would be suicide to do so? Or is there some other reason the dive bombers wont launch? Thanks.

Overstacking would limit planes flying to strike, but shouldn't cancel attack overall. They probably not fly, because they have no fighter escort, but you can try to set them to Night Operations - that way few might try to attack (and probably miss). Or try to reduce their range, if there are TF closer, than enemy CVs.

Or, for a expensive solution, change leader for someone with high aggression.

It's not the diaper, it's living to fight another day.
War has this type of positive "natural" selection where stupidly brave die off early and not spoil things afterwards for the actually competent guys who know when to fight and when to run

Naval strikes will occasionally fly without escort into a large CAP. Are they searching? Search increases DL on the ships and allows the DBs to find them more easily. You'll also find out how tough the CAP is by how many planes you lose! [;)]

My question is, why do you want them to fly into a suicide mission that has no hope of succeeding?

If you want to hit something you need to know something more detailed about what you're facing, you need escort that is appropriate to the defences of the target, and you need a decently high aggression in the group commander, plus it helps to have experienced pilots that will fly into the face of CAP and push through.

That said, if you want real help that's more specific, you need to post images of the group and map.

Major Lofton Henderson commanded a Vindicator squadron at Midway. His pilots were inexperienced and his unit had no fighters for escort. He had his unit glide bomb because that was easier. He knew that it was more dangerous but did it anyway. RIP Major Henderson.

There was a pilot in the ETO who flew a P-51B and attacked over 40 German fighters. He lived for his Medal of Honor ceremony. He was born in Canton, China. BTW, the German fighters did not attack the B-17s that he was escorting.

Yes they are searching plus there are Floatplanes on location. No I don't care if they launch or not because they will probably be toast if the naval landing occurs...

Thanks to all for the answers. I really was just trying to ask this about how the AI works: "Can the AI look at a situation where the odds are hopeless and decide not to launch a strike? Ie., 12 vs. 200... Im thinking the anwser is: "Sort of, but it depends on a great many factors..."
