It does seem strange that a strategic point like Brindisi near Taranto has no garrison. But then I've always felt the same way about about Britain's long undefended coastlines as well. It always seemed to me like there should be the odd stronghold or base force here or there.

I don't know how realistic Italy's initial order of battle in either of these games is, but her unready position does seem to reflect the mentality of a man who declared war not to wage it, but to sit at the peace table as a belligerent in order to claim his share of the spoils. A bluff that got called eventually.

I agree completely. All these NM & key strategic cities (GB,GE & IT) being vacant leads to very gamey use of Amhib/LRAT in MP. Placing garrisons that can't be moved (only disbanded for 0) in these cities would greatly improve game play.

I have to say I am guilty of often paratrooping Brit units into a vacant Paris to take France. I've also been the victim of Axis LRAT's landing up the coast of GB into vacant cities. Neither should be possible.

Interesting thought. There are some war games that have the concept of notional unit(s) that simply simulate the tactical drag inherent in an invasion or paradrop. Notional units represent the lesser military units too small to be represented by counters but which might have a big impact in a risky operation. Units like minor garrisons, paramilitary forces, security units, labor battalions, reservists, penal battalions, troops being trained and equipped in the rear, even parts of rebuilding corps or armies called back into emergency service. (After all, they gotta be somewhere.)

Basically, you might face a one or two factor force in an amphibious invasion or paradrop on an empty hex that would simply cease to exist if the attack is successful. Not much, but depending on the terrain and circumstances it might act as a speed bump.
