Azores not invadable (Full Version)

I am unable to invade the Azores. I get a message that there is no land connect when I try the beach hex. Naval units cannot enter the "ocean" hex between the beach and the land hex. Tried to invade from all the hexes round the Azores and could not find any that are valid.

You can only invade on the port island not the other one. That is there just for show.

I tried from all 7 hex around the Azores. I always get "No Landing Location connected to land tile hex".
99,26 is identified as an Ocean hex but naval units cannot enter it.

Germans capture Portugal. Azores is German controlled.

You aren't on any beach that's why. Move to hex 99,26

I cannot move my as a naval unit into 99,26 (you can see it is dark blue. Valid hexes are the lighter blue as I have the transport selected.)

The issue seems to be that 99,26 is an ocean hex but cannot be entered by naval units. I think it should be a beach hex, but 98,27 is the beach hex. And that one is not connect to land so it not valid to land.
