Below is some interesting information from page 39 of the game manual reference garrison status. In addition to the provided information it seems a unit set to garrison has no anti-partisan ZOC? (Maybe no zone of control at all?)

I'm asking because I have several infantry corps guarding my MSR. I set these units to garrison status to conserve resources. While they can still move and fight, at a reduced rate, they don't seem to be able to prevent partisan attacks in the surrounding hexes (ZOC hexes).

Only infantry units can be set to garrison status if they are in
supply. Garrison units have 50% movement and 50% offensive
firepower but return 25% logistics and 25% production, and use
25% less supply stockpile. A garrison status unit that has not moved
can be returned to active status at any time as long as a country has
the logistics and production available to do so. It costs the same
amount to bring units back to active status as the amounts returned
from setting them on garrison status. Setting a unit on garrison
status or active status uses all the unitís operation points.

Wow, that would be a bummer. Maybe that's why I thought it was broke when they popped up next to a unit. I put all my static divisions in defend, Garrison mode. Confirmation would be good.

These rules are now out of date I think.

You probably set divisions to garrison status.
Divisions have no ZoC.

In the newest patch they have a ZoC vs partisans. So they should prevent it within a 1 hex range of their location.

This is the main question, even with the new rules. Do infantry divisions and corps set to garrison still have anti-partisan ZOC? Or does being in garrison status cancel out the anti-partisan ZOC?

The check for partisans is made "if next to an enemy unit" not specifically ZoC anymore. It used to be "if in enemy ZoC"

Neither of these checks are affected by the status of the unit.

If there is an error then I coded it wrong.
