Fog-of-War is applied to hexes under ENEMY control. So, if you have spotted or observed hexes in enemy territory, you can see what's in the hex. If you have unknown hexes in enemy territory, then you don't know if any enemy units are in those hexes. So it pertains to the hex I'm in? If the term "spotted" refers to what I see, they should change it to "spotting" as "spotted' means I've been seen.
