Vichy is at war with but not hostile to CW. The game is allowing Vichy to attack Gort, who is not in Metropolitan Vichy (and has never entered it). Bug?

The rule is: "Vichy units may only enter a hex outside Vichy France if it is controlled by an enemy major power." If they are at war, they can attack adjacent enemy units (and advance if successful). So not a bug.

What is really interesting is there should be a roll for them to defect before the combat.

I downloaded the game file and played through to resolving the combat. There were no rolls for Vichy defection. This is a bug.

Do defection rolls occur when Vichy is attacking?

Yes, whenever Vichy units are involved and they are not hostile to one of the units they roll for defection.

RAW:

If Vichy French land units are involved in a land combat, or are
overrun, solely by units controlled by an Allied major power they are
not hostile to, they may defect before combat.
