Using Windows 8.1 x64

Are the lu52.dll and the others in the same directory as the .exe?

Yes.

Further notes:

- Using Steam version.
- Replaced .dll files with known goods from Sunburn (see "Unable to load game after update" thread) with same result.
- Installed "Visual C++ Redistributable for Visual Studio 2012 Update 4" x64 as suggested in threads for similar problem; same result.

I wonder where the program is looking for this .dll.

I hate stabbing in the dark like this, but I'll try the other suggestion of clean install with anti-virus disabled, which will take all day because my internet is slow. I highly doubt this will solve the problem of the program looking for the .dll in the wrong location, but I will report results.

Guys, try installing the X86 redistributable, even though you have a 64 bit computer. You should have both x64 and x86 installed.

yes that is what I did after trying x64 version and game is now working.
