Correct.
Launching a land bombardment attack opens up counter battery fire. It is most definitely not a good idea to launch a bombardment attack if the other side has more and better quality tubes as the attack will usually suffer more casualties than than the defender. Of course if the defender is short of tubes or supply (which limits counter battery fire by keeping unready tubes from participating) then it is the defender which usually suffers.
Also bear in mind that using artillery offensively consumes 2x supply.
