Is there any way currently to update star bases that are built off planets?

If not can this be added. It's quite annoying to keep that old things floating around or rebuild them to new shinies instead of upgrading.

I've been wondering this too. At the very least, what % of the resources do we get back for "retiring" old stations?

I need to upgrade Deep Space One pretty soon here.

atm, there is no way for them...you need to scrap and rebuild them
mind you that I'm not on the expansion yet so don't know if this was changed there but you can right click on them....if no retrofit option appears and only the scrap one then there's your answer

Hasn't been changed, you have to scrap and rebuild
And this is regardless of on planets or not, the only upgradable bases are space ports

You can upgrade any base that's over colonies. Defense bases, monitoring stations, research bases etc.

Yes, quick way to do this is with the small space port (for example) selected in the bottom left, one of the little buttons on the bottom row will give you the option to retrofit it to the latest design of small space port. I use that all the time. Can also be done through the ships list.

If I outright scrap an outlying non-planetary station then do I lose all of the investment?

I don't think you get anything back in resources or credits, if that's what you mean.

I'm fully aware how to do this with space ports, but I've never seen the option to do this with any other type of base

That's because there isn't for any other type of bases and indeed scraping does not get you anything (like retiring a ship when you get the resources - still don't get the fuel in this case either)

Setekh and gmot are right, the icon is definately there in RotS. Here is a research station of mine ready to be refitted:

In all cases of course the base must have been built at a colony (which includes those slightly off-world such as the defensive bases the AI likes building).

Problem is that button is there in general.

It just doesnt work always. For example it does not seem to do much on mining bases...
And it for sure did not work when I tried to refit to my superlarge recreational research base. [;)]

civ ships i'm not surprised as they were always outside our control
but as for your mega recreational research base, was it at a colony? just making sure we're covering the basics, the info is that it works only for bases at colonies

Mining stations are private sector, you have no control over them.
Resort bases are usually over locations that are not populated such as asteroids or neutron stars.

there is something interesting to note here
you can have scenic locations off planet (netron stars, gold asteroids, etc) and on planet (ruins)..the former has better bonus than the latter but since it is at some distance away (even when very close) it can take some time for tourists to get there
i found i preffer to put resort stations on planets with scenic bonuses and also build a very happy and developed colony there to attract tourists (0 taxes, space port to attract luxury etc)

i don't think i found it mentioned anywhere but as long as you have one colony next to the resort (or anyone has a colony closer) than people will come to that colony as migrants and from there will go to the resort as tourists - have not verified yet if the resort near by increases that colony's development or happines, i think not.
