Merging Units

Can Japanese Mixed Brigades be merged? I understand Divisions cannot be merged.

Japanese only have divisions or Armies. They can't be combined.

The Armies can be split though.

The Japanese had large divisions then other units grouped into armies.

It's really tough to get the Japanese army right because they were so diverse.

I wish I could produce lower quality garrison "divisions"

Put a unit in garrison mode and it uses less supply. Not quite what you want, but similar.
