Change Specialty Points

Where in the Editor can you change how many Specialty Points a country starts the scenario with?
Also, can you edit the rate at which they increase each turn?

They are all hard coded.

Unfortunate. I wanted to set up a 1940 start scenario but didn't want to force a particular choice of Advancements on the player like the current one does.

I have a linked question regarding specialities. Is it possible to add a speciality to a unit placed in the Deployment queue? I don't find the option in the editor.

I do not see a way to add advancements to units in the queue...
NOR add advancement points if you wanted to give a country some to start.

This is specialty. Things like Infiltrator, ... Are you calling them advancements?
