Rail Capacity, Rail Repair tools

I feel the most important part in logistics is not the rails but the rail capacity. But there is no good tool right now that let me see how rail capicity is used every turn. I can click rail movement to see a rail cap. map but it does not show how it is used. I can watch the rail use but again I cannot see if the problem was the rail capacity in the area. A simple overview like the N overview would work where I can see from which city what rail capacity is used to identify bottlenecks and decide where to place my builders.

On that note, it would be great to plan rail reapairs for manual and automatic troops. Just let me click the hex where I want to repair and the system will go there in the logistic phase.
