Manpower production and availability

Is there any way one can turn the locked relation between availability and production off in the editor? I want to simulate the effects of the actual available able-bodied men in the country rather than what the training centers produce. That is, a good availablity at start, with a much lower production rate than what is now possible to set.

Still waiting for some response to this.

Also: there's a line in editor/campaign that reads "Supply Truck Unit Supply Gain". You can set this between 0 and 4. What does it do?
