Supreme Command Council

It has 2 stratagems, Political power and General stratagems.

Is there any reason to favor one over the other?
Favoritism is alive and well here.

Is general just a chance at the general cards when you don't have all councils?

Yes.

Plus it's a way to generate more stratagems in efficient way if you need tons of them (after 100 BP spend on single council task there is a penalty but if 100 BP comes from Supreme Command AND from responding Council - they're stack).

But usually past early game all you want from it are PPs.

10 percent on current game is just over 200 BP if my cities grow I will try the 50 50 again, have supreme set to 5 percent and mostly just power also have foreign affairs set to 5 percent and all minor, playing with no majors.
Favoritism is alive and well here.

Bottom line, never take the default setting as balanced or best.

Each planet and each games has so many variations, learning to find the correct proportion of budgets becomes very important in mid to late game.

The correct balance is based on your own circumstances at any given point in the game.

This is advice for all the council budgets and the national budget as well.

After I have all 8 councils staffed, I cut the "general stratagems" budget to 0% every time.

The SCC "General Stratagems" budget point can roll a subset of all Councils cards. Ever wonder where you got those turn 1 cards from? That is the SCC!
There is no question that the dedicated council will beat it, but you may not have those yet.

Once you do get councils, the focus should shift to PP produciton naturally.
I am unsure if having a dedicated council removes those card from the SCC pool. It would help drawing more cards you can not otherwise generate.

No, instead points generated by SCC stack with points generated by exact council while you able to use them to generate all possible cards not a limited selection allowed for a SCC. So you could generate more cards without suffering BP penalty for going over 100 BP (if get 100 BP invested both in SCC and council).
