Reserve Rail capacity

I'm looking at this setting at the very bottom of the production screen. By default it is set to 10%. I'm wondering if anybody has played with changing it, and if so, what the effect was on supply delivery? In a current game, despite having plenty of vehicles, HI, and resources, my supply level is 25%. I wonder if I would gain in that area significantly by giving my rail system permission to move more resources/supplies/armaments around or if these two factors are unrelated.

OK, found it in the 12.02 changelog. Reserved rail capacity is the capacity reserved for moving ground units. So increasing that number will reduce the capacity available for moving supplies. My supply problems aren't going to get any better.

And factories for the Soviets.

One thing I've noticed is on the early days the Germans don't need so much rail for supply. I've increased the level to 20% but could probably set it even higher thus allow quicker transport to the front. At 10% you can barely transport 2 Div by rail otherwise.

I'm in a game that has made it to summer 1943 and I'm having serious difficulty moving enough supply. Glad I built all those little UV2 transports because they're the only things keeping some of my front-line guys fighting.

Railheads are pretty close to the front. The real problem is in supply production, I'm only at 23% of requirement. However, supply is being delivered to rear area towns that are near my airbases, and so the air transport squadrons can get that supply up to the front. Luckily, I have lots of transport planes in my pool.

Your stocks of supplies are down to 23% of what is required? If so what or where is the shortage?
