garrisons to static?

Quick question that I am sure has been discussed before:

Is putting garrisons, that you will know will be there for a while, on static a + EV decision during first winter?

No you may need them to move out to hit partisans within half their MA, then return to garrison, very handy. Use Shift-K permanently ON to see garrison at at glance
