Question on Fuel Usage

Suppose a ship design has:
10 static energy usage
20 energy usage from weapons
26 energy usage from engines (sprint thrust and vectoring)
60 energy usage from hyper-drive (when used)
210 energy output reactor with 2.59 fuel units per 1,000 energy units

how much fuel is used per unit time?
1) based on actual usage, 10 + 20 + 26 = 56 energy units when on real space and 60 energy units when in hyperspace?
2) based on reactor output, 210 energy units?

Has anyone found out?

Your energy use comes from your stored energy. Reactors add energy to stored energy. So, if your energy stores are at max, then #1 is correct (your reactors are replacing the energy you are spending). If your storage is not at its max, then the reactors will churn out energy at their top rate until energy stores are replenished, so #2 would be correct.

One thing you can do to reduce fuel costs is install enough Energy Collectors to power your static usage.  Then ships with a nearby sun will run on the collectors instead of draining fuel.
