Just picked up and have a noob question

I am trying one of the scenarios "Walk on Water" that came with game and in setup phase. My question is why can't I move any of my units? How do i know if they are locked and can't be moved? And if not how do I move them in set up phase? I press space bar, tried to drag and drop and nothing. Thanks...

I believe the scenario designer locked the units in place.

As mentioned elswere, some scenarios can have all or some units locked in place by scenario creator.

They can be recognised by darker formation flag color, compared too units that can be moved around.
