I Occupies > Enables 2 Occupies; 2 Occupies should Enable 1 Occupies but that's not what you show in post #25.

Sorry about that, here's the new set-up that I used. Several more Enable events were inserted, but still hung up:

Looks like the Supply Points also need to be Enabled, like this:

That does not work either. The two Supply Point events refer to each other on the same turn, thus turning the supply to zero:
