I'm playing the German in my first campaign against a human (at least I guess he is human).

I messed up badly my air supply the first couple of turns not knowing my transports had to be 5MP or less from a railhead, ok my bad.
Now I re-read the rules carefully and I moved an air base on an already owned hex and adjacent to my Pzr divisions. When I drop fuel on them they still only get a fraction of the drop when according to the rules they should get 100% of it !
Anyone can explain? Goering is very angry now.

edit; Am I supposed to air drop right on the air base itself when choosing the target with Shift on ? In the manual it says that any unit on or adjacent to it will get 100% of the drop.

Since 1.11.00 air bases in 1941 will not work for the purposes of airhead supply, and will not remove air drop penalty. Only German Luftwaffe and Soviet air bases will work for the purposes of airhead supply, and will remove air drop penalty. I would drop directly to the unit.

Sorry but I don't get your answer. You say that since 1.11.00 air bases don't work and then you say that Luftwaffe and Soviet air bases do work.
Or is it only in 1941 that they don't work?

From the new manual p175 section 20.2.1.2.

'Only German Luftwaffe and Soviet airbases will work for the purposes of airhead supply, and will remove airdrop penalty and only when in a clear or light woods. The Soviet player may not fly airhead supply on the first turn of any scenario starting in June 1941. Airbases in 1941 will not work for the purposes of airhead supply,and will not remove the airdrop penalty.'

The game tip on the same page is very important

'Game Play Tip: Do not confuse Airhead Supply with Airdropped Supply. Airhead Supply can only be use to
transport supplies to an isolated airbase which then distributes that supply to as many units as possible that
are in the same isolated pocket. Airdrop supply transport supplies to a single hex anywhere. You choose
which units in the hex get the supply.'

On the airdrop penalty p150 sec 16.3.5.1

'Only 25-75% of supplies and 16-50% of fuel dropped reaches the target successfully. This cargo loss can be negated by airdropping
cargo to hexes that contain or are adjacent to a friendly airbase unit provided that airbase is located in a hex that was under friendly
control at start of turn (no drop attrition occurs as they are assumed to land). Note that airdropping to an isolated airbase has separate
rules and is called Airhead Supply (20.2.1.2).'

I've replaced the words ...'This cargo loss can ...' to read ...This airdrop penalty can... to make it clearer, I hope.

Thx Chris, I missed the paragraphs 20.2, I was reading the ones on page 150 (16.3 under Air Missions).

I think I get it but what is weird is that I was dropping fuel to an non-isolated airbase in July 41. The airbase was on a previously owned hex, clear/light wood. Still the % loss was the same. I tried dropping to the air base itself in the selection screen or to the units directly on it or adjacent, same thing. The air base had no effect whatsoever basicaly.
According to the rule 20.2 it should not work in 1941, is that why? Does it work in 1942 then?

Air bases will have no effect in 1941 for the purposes of supply, that is what the two other posters are trying to say as well. After turn 29 (1st January 1942) if you follow the rules about airdropping supply to an airbase it will work and the planes will deliver 100% of the cargo.

After testing I've rewritten the rules on airdropping and airhead supply to add more clarity. Actually less confusion as I'd got some of it wrong.

Paragraphs 3-5 in sections 16.3.5.1 on air dropping and Para 2-5 section 20.2.1.2 on airhead supply are the affected sections. See link to new manual
