Type 903 AOR Not Consuming Fuel

Per title. Drove the thing halfway around the planet and it won't consume fuel, except what it offloads. Save attached, let it run and observe the 903 fuel status. If the accompanying ships are ordered to UNREP, the quantity will decrease.
