6th Cavalry division in the start setup of normal GC41(view from editor).

There are many others soviet units that also has very high % of disrupted and(or)damaged ground elements.
Why? There is the rule about 22 June already.

Maybe reserve personnel who were still being integrated into their parent formations when the war broke out? They didn't want to treat them as reinforcements since they had some training already? Just off the top of my head.
