What range setting needs to be set to allow CL & DD to fire on enemy?

Just set your TF to "Escorts Bombard" and they will.

If I understand the routine, the AI recognizes the "Escorts Bombard" and automatically has your ships come in to 6k yards to fire. There are whispers that you can set the range to less than 6k, and a highly aggressive captain might be willing to move in closer. But I've no experience with that, so can't say for sure.

You need to take into account the range of the guns of the ships. Ships will only participate if they have guns which can reach the enemy.

I think, CL is considered main ship, and will bombard at any setting. For DD, you need to set Escort Bombard. Just be careful if there are enemy CDs present, as they can really shot out your unarmored ships (Heck, I just lost CL against some lame Darwin defences). If there is barely any opposition, go for range 1.

I don't know, I've run into guns as large as 9.2" at that locale. Doesn't seem that lame to me.
