In what condition will a unit move in very slow movement

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

In what condition will a unit move in very slow movement

I was playing chosin 50. And I was still trying to get familiar with this game.

I noticed that, when I was playing PLA side. There are some units that can only move 1 move point per turn. But those units are just same ones as others. And some units became this kind of unit after a series of battle.

How does this happen?

Units with static equipment (equipment that requires transport, like artillery) will move at that speed if they are not provided with any transport (trucks/horse teams) or lose all their transport in combat/straggling.
