Support Levels not working as expected.

I am playing ver 1.11.03. W started the 41-45 campaign and selected Locked HQ. I went about trying to distribute my support units with the allotted admin points. At the beginning of turn three I noticed that all support levels were 0 and nothing was as I left them. I reloaded the Sov turn 2 & 3 to confirm the behavior just to be sure. Should I report this as a bug?

you sure you locked them all and didnt accidentally click unlock in the commanders report?

Never had an issue with units unlocking after Ive locked them and just recently had 2 games going.

That may very well be a possibility. I was viewing the CR in turn two.
