I do not think it is a bug.

I suspect that it was a mistake during the end of turn. It looks to me that this 'saving oil' order was used instead of the one ordered. Might have been missed because a re-load was needed after the changes were done once? And forgotten after the re-load?

These 8 oils ordered here, see picture, are now saved on our map. And the 2 missing oils I think was because of the 2 oil needed for reorganization. Either there was a bug there, or a simple mistake taking the wrong oil. Either way, USSR is 2 oil short. (If so, then there should be 2 oil short somewhere on the map. Didn't have the energy to try and locate them now)

Does the location error on the other oil make a difference?

No port strikes. No naval air.

Naval moves:

Italy:
TRS (loaded with German MIL) + CA in Italian Cost 0-Box -> Damietta (Egypt)

Japan:
2 TRS + 2 CPs leave Fukuoka for the China sea. They are loaded with 1 INF, and 1 ENG.
Another fleet leave Fukuoka for the 3-box in the Sea of Japan. See Picture.

No naval combat (Italy decline to activate the Red Sea).

No strategic bombing.

Ground Strike:

Japan:
One CVP (1) bombs the defenders in Vladivostok.

Germany:
One fighter-bomber strikes Soviet units in the forest SE of Smolensk.

Italy:
One Stuka strikes the Soviet defenders at the source of Dnieper.

USSR has one FTR2 ready to intercept both ground strikes.

One AA is ready to fire on the Italian bomber.

Will the FTR2 intercept?

Germany has two FTR2 on standby. Both reach the southern hex while only the 7 strength reach the northern one.

And if USSR does not send up their fighter, will the AA fire on the Italians?

1 x LND2 -> 4 points
1 x FTR2 -> 1 point

And 1 Italian LND 3 on extended range with 3 points (modified).

So, 4 points, in practice can be added to the northern stack.

Japan attacks the isolated cavalry in the mountains blocking the approach to Vladivostok.

Germany makes 4 attacks on the central front in USSR. Two of the attacks are partly accross river and use engineer support. Four attacking units are doubled, by Guderian, for each of the central attacks. (8 units doubled in total)

One Japanese naval bomber provides 2 points in ground support.

Germany provide 1 LND2 with 4 points in support to the attack on hex 44,59. USSR can fire their AA against the incoming bomber. The current odds is 68:15, with +2 die modifier due to attacking panzer formations.

Will USSR use their AA against the ground support?

How about if you use all tens here and shoot that Stuka down? And to make game exiting, roll less well during land combat
