What is the combat effect of rivers in full ice (ice level 9 or greater)?

An icy river should still be a significant obstacle. There's nothing easier than dropping a few mortar rounds out on the ice to make it into vodka on the rocks. "Oh, drat, pretty chilly in here, glub, glub." The Germans actually did this on Lake Ladoga to hamper Soviet supply movement into Leningrad in the winters. There's an ASL scenario where the Russians are attacking across the ice of the Don against the Italians. Italian artillery can bust holes in the ice, and also Russian AFV's can break through. Lotsa fun.

Also, does swamp still have its full effect in ice?

Afaik, there is none. The game doesnt take into account those little details.

When the ice level is high enough to be icy, but not so high as to be frozen solid deep down, it does make an icy river actually a greater obstacle than a river in clear weather. But at these higher frozen levels artillery shells are simply going to have no more impact than if the river was buried deep in sand.

I'm in a Festung Budapest CG right now. Looking forward to the Red Factories expansion for RB (I've played RB too many times for it to be fun any more).

LOL yep, we haven't touched RB for about 5 years after playing it to death (a bit like WITE). But we are returning to the old gem one more time :)
