does a unit have to be in a depot hex to benefit from refit mode.

if the unit does not have to be in a depot hex can it still refit if it adjacent to an enemy unit

No, but it does help so you may as well. What is important is it has access to good supply and reports to a HQ with supply priority 3 or 4. This matters as the HQ supply priorities are more about the amount of supply a command can consume than about priority as such. If the HQ is at #2 a unit will stop taking on supply etc once it has 70% of its needs

If you want quick refit, try to leave the unit >10 hexes from the front line as well.

Better yet leave the unit on refit on a national source(red 0 in N mode).
