why can't this unit move?

Two Hungarian units showing movement available, but selecting them they can't move anywhere. This was Turn 1. 1.11.01 server game.

They remain frozen until turn 2 or 3. Hungary was not at war with the Soviet Union during the first week of Barbarossa.

seems reasonable, just funny that they show having movement. all the other frozen units, including German ones, show 0 movement available.

yes and that has caused me all sorts of confusion. I recently tested a scenario where you do not unfreeze the Rumanian border forces until turn 3. In that case one of the Hungarian mobile brigades goes from zero movement points to many - and still cannot move.

Taking a guess at the coding they probably have two kinds of freezing triggers - unit based and area based. So a unit could get movement points if unfrozen individually but still not be able to move if in a frozen area? But there I am second guessing the developers work!

That freeze is .exe-based, freeze with no mp shown is data-based. AFAIR this was done to prevent Axis players from massive ahistorical encirclements in the south.
