How many play with locked HQ when they play Axis
I think this is best way or ? then you control the support units better

Use unlocked for the first few turns to move the SUs up to OKH. Then lock OKH and pull them down for free as required.

I micromanage the whole thing, so I have a mix of lock and unlock.

The main advantage of unlocking is to be able to move SUs without spending points. You can get the same result as you get with locking if you unlock and assign SUs down again the next turn. So the only benefit (usually) to locking is as a click saver. If you unlock and assign back every turn though you can also save on vehicle use and supply, and have the discretion to change (for free) where you assign SUs to if you change your mind.

Let's say you have 4 Sapper regiments in Stavka. Experience and morale levels range from 60 to 20. If you are in an Army HQ to assign a sapper regiment to that army (for free) then which of the four regiments will you get? The best, the worst or random? If you want the highest rated regiment, do you have to transfer it specifically from Stavka, thus spending an admin point?

Yes, It is a HUGE click saver.

If you transfer it specifically from STAVKA it will still cost zero points. However it can only be transferred specifically from STAVKA to units which are close enough.

Whether pushed or pulled from STAVKA the assignment cost will always be zero for all units reassigned.

If the HQ you want to assign to does not appear on the HQ assign list for the SU you are not close enough. If it does not then move the original HQ close enough to the destination HQ and it will. Higher level HQs can be assigned at a longer distance and High Command is always close enough.

I'm doing something wrong, or not understanding what should happen. If I start a game with locked HQs. on T1 as German, I want to get the SUs to go up the chain. but not getting quite what i expect. I set the Corps to support level 0 and their Army to 9, but after ending turn, none of the SUs went up. So T2 i set the Army Group to 9, but this still didn't do anything. So the following turn i set OKH to 9 and then i got a lot of movement, except nothing made it up to OKH, a bunch went Army level. but some were still at the Corp. ]

what is the proper procedure and what should i expect to see?

A locked HQ has the effect of locking all the HQs below it, so this is what would be expected.

Also remember unlocked HQs only see their SUs go up one level each turn. An SU might need to go corps to army, then army to army group and then army group to OKH - so three turns before it gets there. And all these rules do not apply to pioneers or construction SUs - only all the others.
