HQBU not available??

It's winter, turn 22 or so. As the Germans, I can't do an HQBU with any of my headquarters, even if they are right on a rail line and haven't moved at all. I have a bundle of AP, 80000 vehicles in my pool, and 20000 fuel units. What's up? I was able to do them earlier during blizzard turns.

Do they have command penalties? Are their units in range? Have their units done more movement than allowed already? Is the rail line repaired ALL the way back to Germany - if it happens suddenly during blizzard sounds like a partisan attack? If so the units details will show distance to rail as not being zero.
