Air supply problem

During '41 Air supply works at 50% supplies delivered, as per manual.
In Jan and Feb '42, with an appropriate airbase adjacent to the delivery hex, you get 100% supplies delivered, as per manual.
In March, under the same conditions, supply delivery is at about 30%.
Not sure how it works after March.

Is there a bug here or am I missing something ?

Would also note that any LBs used for supply delivery sufferer from the same issue as TR in that each time they are used some of their aircraft become inoperable and don't return to use.
