IJA Engineer Squads are Combat Engineers - equipped with extra demolition charges, mines, flamethrowers, etc. Not suitable for building, only for breaching enemy forts ...
That is the true meaning of "Can Build"

IJ is getting their squads from manpower and armament points - and they are built on demand. Allies have fixed replacement rates.

I have all kinds of demand, rgts that are completely empty, save support, divisions with none left, so I need to look at manpower and armaments. See any problem here? The number next to Manpwr is 288,951.

Is the problem that the "avail date" is 9999, so none will build??

Is device 34, the original engineer building??

Dumb question but have you turned replacements on for the units?

Yes, they are receiving replacements. A unit that had only support just received a flak gun. Still no engineer squads.

Yeah, I broke my regular glasses and have trouble reading the screen. I'll have to look into this when I find my old glasses. Oops, those are broken too. Some really old glasses might do.

Those low numbers are devices from original WitP. Mostly not used in Admiral's Edition.
For example squads now have year in name.


You already produced some Engineers in game, so now there is probably not enough supply in the area.

Exactly.

In Scen 1, you will find two blocks of IJA/SNLF devices:

1.device IDs 258 to 270 with "can build" = No and availability date 9999 (267 = IJA Engineer Squad) - these devices are not available

2. device IDs 704 to 720 with "can build" = yes and availability dates in the active range i.e. 4111, 4401 etc. (711 = IJA Engineer Squad) - these should build.

You will also find TOEs of units that use 267 and 711. The TOEs with 267 are no longer used.
