Noob question on attacking a town?

Noob question on attacking a town?

How do i take over a town? If I see a red flag doesn't that mean that the soviets own it if Im playing the axis? And if they own it do I just need to occupy the space to take that place over?

Could be the targets of the scenario. Blue flags for axis and red for russian
