It costs 3 movement points to convert a railway hex but this unit only has 2 MP's available, am I missing something?

unit gets 9-10 MPs per turn once unlocked

Well not in the game I am playing, the scenario is Road to Dneperpetrovosk and I an on turn 7, and ithe 1st Romainian Railway Command has only received 2mp's each turn. It's not really an issue as I am only running the game against the AI as a test for opening moves in the South, but if someone was playing it as a live game, there would be a problem. Denniss I assume from your reply that this unit works correctly for all 41 start campaign games including the Barbarossa scenario.

Ah OK. It seems I forgot to rename the assigned construction Bns to "RR Construction" so they get Boni for Rail repair. Without this you have just a RRV of 1 and 2 MPs.
Will have to check the other 41 scens.
