Possible Naval Mod ?
Not that this is better than what the game provides, but for those
of us that aren't very enthusiastic about the current naval model
and might like something a little more simplistic:
Remove everything, clear your mind, start from scratch.
1. Add in Subs for raiding Convoy Lines.
2. Modify Maritime Bombers so that they start with low attack radius
and low ASW capability. With upgrades to ASW they get longer range
and become more deadly to subs.
3. Add Defense capability to Transports and Amphib's [no naval escorts
necessary].
4. Improve Attack capability of Amphib's [no need for BB's or CV's to
soften up beachhead areas].

This seems to cover everything that is needed, except that subs are
difficult to spot, and they could operate within range of the Maritime
units without much risk. So maybe add in just a few 'spotter' naval
units that can range along the convoy lines looking for subs ?
What am I wrong about, or what else am I missing ?

EDIT: MPP Levels would have to adjusted to make up for the reduced naval expenses. Is this best handled by reducing the Industrial Modifier, or is there something else ?

What a lot of modders are doing is nerfing the movement so we don't see ships go halfway across the map to swarm your subs/navy.
