Advise on Soviet HQ support levels

I have a game in turn 14 (1941-09-18) and took a review of my HQ support level settings. Makes me wonder what the levels should be for:
-Stavka (I think I should have at 0?)
-Fronts (I have at 3, but just a guess?)
-Armies in critical sectors (selected armies at 5?)
-Armies in general (my default should be at 3?)
-City Military Districts (I have at 0 as they are rear areas?)

My desired settings are just a guess. Actual settings were a mess; Stavka at 3 (30 SU); fronts & Armies were at 0, 1, 3. Other than construction battalions to aid in digging, I have not been building SU.

HQ support settings is only usefull if you want to manage support units automaticaly, which most people do not do.

If everything is locked, it do not matter.
Brakes are for cowards !!

Zero allows RR, and Construction units only to be moved automatically from HQ to HQ locking all other to their respective HQ's. If you wanted all support units to migrate to Stavka for example in opening days of Barbarossa then you would set that STAVKA HQ priority, and all support would move up to him based on I believe its a admin roll of the leaders.
