Oil-Fuel storage limits and spoilage.

A quick question please;

given that fuel exceeding the storage limit in location incurs in spoilage;

and, given that location-base details show only the limit for fuel only but not for oil;

does this mean that crude OIL is not subject to spoilage at base due to exceeded limit?

AFAIK only fuel and supplies suffer from spoilage...resources and oil don't.
