German negative morale

German negative morale

In my current game Germany has a NM of -340 (-1%). Shouldn't the game end at this point? I let the game go another turn in case a flag had to be set, but Germany ended that turn at -560.

I'd have expected it to surrender, sometimes there can be a delay but hopefully not much longer?
