Using DIPLO chits as axis

Playing as axis I was wondering does one have to invest chits on balkan states to join, or they basically join anyway

In my games, they (Hungary, Bulgaria, Romania) always joined anyway. I guess you only have to use chits on them when the enemy does too. As Axis, the most important thing to do is to make sure Finland has always a positive leaning (the Allies almost always use the event where they support them against the Soviets, and this changes Finland's stance to Allies-positive). Next important candidate would be Spain, but also Sweden and maybe Turkey. I try not too hard to bring them into the fold, but a positive stance gets the Axis MPP imports.

You have to keep Sweden Axis leaning or you lose the imports also.

I have used chits to bring 2 or 3 of them into the fold early enough to use them (and the Italians) to attack Yugoslavia before the end of 1940

Yep, obviously if U want them early in war, You can try to hurry them with chits, matter of the situation...
Also another question on Spain-lets say Spain is cca 70%axis aligned. If I understood well-if country pass 90% they join war, and to achieve that with Spain do You need to invest chits or random event can happen? Also is there possibility for Spain (same as Balkan states if axis are succesfull) they will join eventually?

No, Spain as best I can tell always requires chits to join.
