Is Free France limited to one reinforcement per turn?

Free France controls Syria which has three cities. However, in the reinforcement stage, the program only lets me place one reinforcing unit per turn. Is this correct? If it is, where is it in the RAC?

Yes, the program is correct. See the reply to this question in Tech Support (which gives more details).
