Chinese Communist Surrender?

If every Communist Chinese city is taken, what happens? Do the Communists surrender and their units removed from the force pool?
If not, I presume that if Commie forces take back a city, new units can come back on the board? What if they don't? Do the
units bought remain in reserve until a city is liberated by them? Although unrealistic historically, it would make sense
for the nationalists to allow the Commies to take one of their cities so as to come back to life. Right?

The Nationalists and Communists can not be conquered separately. So until the Communists has a city to place their reinforcements their units will remain as reinforcement and moved to next turn every time they fail to be placed as reinforcement.

If you have a Communist unit left it can be used to convert a Nationalist city to a Communist city. If no Communist unit remains the only option left is that another MP liberate a Chinese city and revert it to the Communists.
